fix(ext/node): os.setPriority and os.getPriority compatibility (#30383)
Closes #30405

Changes in this PR:
- Fixes `os.setPriority()` on Windows.
- Validates the function parameters correctly and constructs
`NodeSystemError` on op call error.
- Allows [parallel/test-os-process-priority.js](https://github.com/nodejs/node/blob/v24.2.0/test/parallel/test-os-process-priority.js) to pass.

chore: update to rust 1.85 (#28236)
Updates to use rust 1.85. Doesn't move to the 2024 edition, as that's a
fair bit more involved.

A nice side benefit is that the new rustc version seems to lead to a
slight reduction in binary size (at least on mac):

feat: permission stack traces in ops (#26938)
This commit improves permission prompts by adding an option
to print a full trace of where the permissions is being requested.

Due to big performance hint of stack trace collection, this is only
enabled when `DENO_TRACE_PERMISSIONS` env var is present.

fix(node): Implement os.userInfo properly, add missing toPrimitive (#24702)
Fixes the implementation of `os.userInfo`, and adds a missing
`toPrimitive` for `tmpdir`. This allows us to enable the corresponding
node_compat test.

fix(ext/node): stub cpu_info() for OpenBSD (#25807)
Add an implementation of cpu_info() for OpenBSD, that returns a
correctly-sized array. Since Rust's libc bindings for OpenBSD do not
contain all symbols necessary for a full implementation and it is not
planned to add them, this solution at least avoids problems with code
that relies on cpu_info() purely for the size of the returned array to
derive the number of available CPUs.

fix: Add sys permission kinds for node compat (#24242)
Fixes #24241

* Support "statfs", "username", "getPriority" and "setPriority" kinds
for `--allow-sys`.
* Check individual permissions in `node:os.userInfo()` instead of a
single "userInfo" permission.
* Check for "uid" permission in `node:process.geteuid()` instead of
"geteuid".
* Add missing "homedir" to `SysPermissionDescriptor.kind` union

fix(node): Implement fs.lchown (and process.getegid) (#24418)
Closes https://github.com/denoland/deno/issues/21260.
Part of https://github.com/denoland/deno/issues/18218.

Implements `node:fs.lchown`, and enables the node_compat test for it.
The test uses `process.getegid`, which we didn't have implemented, so I
went ahead and implemented that as well to get the test working.

fix(ext/node): homedir() getpwuid/SHGetKnownFolderPath fallback (#23841)
**Unix**: Returns the value of the HOME environment variable if it is
set even if it is an empty string. Otherwise, it tries to determine the
home directory by invoking the
[getpwuid_r](https://linux.die.net/man/3/getpwuid_r) function with the
UID of the current user.

**Windows**: Returns the value of the USERPROFILE environment variable
if it is set and it is not an empty string. Otherwise, it tries to
determine the home directory by invoking the
[SHGetKnownFolderPath](https://learn.microsoft.com/en-us/windows/win32/api/shlobj_core/nf-shlobj_core-shgetknownfolderpath)
function with
[FOLDERID_Profile](https://learn.microsoft.com/en-us/windows/win32/shell/knownfolderid).
