NOTE: Commit 27363d389 was incorrectly landed in main before the release
completed and is not included in v2.2.5. The official v2.2.5 release was made
from the v2.2 branch.
`import.meta.log` enables basic log filtering through
`env_logger`/`DENO_LOG`. Log levels are supported, and filenames can
also be used. for example: `DENO_LOG=ext:deno_http::00_serve.ts=warn`
Updates to use rust 1.85. Doesn't move to the 2024 edition, as that's a
fair bit more involved.
A nice side benefit is that the new rustc version seems to lead to a
slight reduction in binary size (at least on mac):

This commits moves all `.d.ts` files from `ext/*` to `cli/tsc/dts`.
Due to TSC snapshot removal, `cargo publish` is now erroring out,
unable to find the declaration files. These files were moved to
"cli/tsc/dts", because it's much easier than keeping them in
extension directories, while still providing them compressed
or uncompressed depending on the build type.
- upgrade v8 to 13.4
- turbocall conversion for arraybuffers is now much more complex, so use
cranelift
- misc updates for deprecated fns
- v8 default stack size is too small now, causing stack overflow
exceptions in some tests
- add syscall shim to support new syscall in old sysroot

Initial implementation of WebTransport client and server!
This is very unstable because the interface should eventually shift to
use hyper (h3 is on the [2025
roadmap](https://hyper.rs/contrib/roadmap/)) instead of manually messing
with the the protocol, which will enable integration with
Deno.serveHttp/etc and allow WebTransport over h2. This will also let us
expose multiplexing.
WebTransport stats will be a followup due to their complexity.

Implements a QUIC interface, loosely based on the WebTransport API (a
future change could add the WebTransport API, built on top of this one).
[quinn](https://docs.rs/quinn/latest/quinn/) is used for the underlying
QUIC implementation, for a few reasons:
- A cloneable "handle" api which fits quite nicely into deno resources.
- Good collaboration with the rust ecosystem, especially rustls.
- I like it.

This change fixes the premature exit of worker threads when there are still
remaining pending ops.
This change reuses the idea of #22647 (unref'ing `op_worker_recv_message` in
worker threads if closeOnIdle specified) and uses
`web_worker.has_message_event_listener` check in the opposite way as
#22944. (Now we continue the worker when `has_message_event_listener` is
true instead of stopping it when `has_message_event_listener` is false.

`performance.timeOrigin` was being set from when JS started executing,
but `op_now` measures from an `std::time::Instant` stored in `OpState`,
which is created at a completely different time. This caused
`performance.timeOrigin` to be very incorrect. This PR corrects the
origin and also cleans up some of the timer code.
Compared to `Date.now()`, `performance`'s time origin is now
consistently within 5us (0.005ms) of system time.
