Previously, to get the svelte template (`npx sv create`) to work under
Deno, a knowledgeable user would have to convert the compiler options
under `.svelte-kit/tsconfig.json` to a `deno.json`. This catches up
Deno's tsconfig support so they don't have to change anything.
This commit makes `deno check` ignore `Cannot find module` diagnostic if the
missing module specifier matches one of ambient module pattern. (For
example if there's `declare module "*.svg" { ... }` declaration in one
of d.ts files, importing of `<any>.svg` doesn't cause type error with
this change. This is necessary for passing the type checking of default
vite template.)

Fixes two issues:
- If a cached packument was out of date and missing a version from the
lockfile, we would fail. Instead we should try again with a forced
re-fetch
- We weren't threading through the workspace patch packages correctly
Fixes#27264. Fixes https://github.com/denoland/deno/issues/28161.
Currently the new lockfile version is gated behind an unstable flag
(`--unstable-lockfile-v5`) until the next minor release, where it will
become the default.
The main motivation here is that it improves startup performance when
using the global cache or `--node-modules-dir=auto`.
In a create-next-app project, running an empty file:

When using the new lockfile version, this leads to a 15.5x faster
startup time compared to the current deno version.
Install times benefit as well, though to a lesser degree.

With lockfile v5, a 2.19x faster install time compared to the current
deno.
For example, if someone has `"$src/": "./src"` in their import map, this
will no longer show a diagnostic when someone imports `"./a.ts"` from
./src/b.ts`
This commit adds an unstable lint plugin API.
Plugins are specified in the `deno.json` file under
`lint.plugins` option like so:

The API is considered unstable and might be subject
to changes in the future.
Plugin API was modelled after ESLint API for the
most part, but there are no guarantees for compatibility.
The AST format exposed to plugins is closely modelled
after the AST that `typescript-eslint` uses.
Lint plugins use the visitor pattern and can add
diagnostics like so:

Besides reporting errors (diagnostics) plugins can provide
automatic fixes that use text replacement to apply changes.

This makes it so imports of ambient modules (e.g. `$app/environment` in
svelte, any virtual module in vite, or other module provided by a
bundler) don't error in the LSP.
The way this works is that when we request diagnostics from TSC, we also
respond with the list of ambient modules. Then, in the diagnostics code,
we save diagnostics (produced by deno) that may be invalidated as an
ambient module and wait to publish the diagnostics until we've received
the ambient modules from TSC.
The actual ambient modules you get from TSC can contain globs, e.g.
`*.css`. So when we get new ambient modules, we compile them all into a
regex and check erroring imports against that regex. Ambient modules
should change rarely, so in most cases we should be using a pre-compiled
regex, which executes in linear time (wrt the specifier length).

- Ideally we should only publish once, right now we publish with the
filtered specifiers and then the TSC ones
- deno check (#27633)
This slightly degrades the performance of CJS export analysis on
subsequent runs because I changed it to no longer cache in the DENO_DIR
with this PR (denort now properly has no idea about the DENO_DIR). We'll
have to change it to embed this data in the binary and that will also
allow us to get rid of swc in denort (will do that in a follow-up PR).
Working on loading plugin configuration for
https://github.com/denoland/deno/pull/27203
I encountered a lot of complexity, so did some drive-by cleanups to make
it easier to grok the code and have fewer duplicate names.
This resurrects the `--unstable-detect-cjs` flag (which became stable),
and repurposes it to attempt loading .js/.jsx/.ts/.tsx files as CJS in
the following additional scenarios:
1. There is no package.json
1. There is a package.json without a "type" field
Also cleans up the implementation of this in the LSP a lot by hanging
`resolution_mode()` off `Document` (didn't think about doing that until
now).
Ensures a dynamic import in a CJS file will consider the referrer as an import for node resolution.
Also adds fixes (adds) support for `"resolution-mode"` in TypeScript.
This will respect `"type": "commonjs"` in a package.json to determine if
`.js`/`.jsx`/`.ts`/.tsx` files are CJS or ESM. If the file is found to
be ESM it will be loaded as ESM though.
