Based on https://github.com/denoland/deno_core/pull/1193 .
This commit rewrites 3 parts of the system to use a new "sync"
V8 inspector API exposed by `deno_core`:
- REPL
- coverage collection
- hot module replacement
Turns out the async abstraction over V8 inspector was unnecessary
and actually greatly complicated usage of the inspector.

chore: upgrade hickory-dns to 0.25.2 ( #30582 )

This PR upgrades crates from hickory-dns to version 0.25.2
The main reason to upgrade them is that hickory-resolver has break
change on `Resolver` initialazation APIs and renamed `tokio-runtime`
feature to `tokio`, which breaks dependency resolving with recent crates
when embedding deno.

When running `deno fmt` with no input paths with no deno.json or
package.json:
* In tty environments, prompts for confirmation.
* In non-tty environments, errors without providing the current
directory (`deno fmt .`).
The reason for this is we had too many complaints of people accidentally
running `deno fmt` in a directory that wasn't a JS project.

Adds a `DENO_PERMISSIONS_AUDIT` env var to set the path for a JSONL
permission audit log, with contains the permission and value.
Additionally this can be combined with `DENO_TRACE_PERMISSIONS`, which
will then include the traces in the audit log too.

fix(check): support "compilerOptions.rootDirs" in tsconfig ( #30495 )

Previously, to get the svelte template (`npx sv create`) to work under
Deno, a knowledgeable user would have to convert the compiler options
under `.svelte-kit/tsconfig.json` to a `deno.json`. This catches up
Deno's tsconfig support so they don't have to change anything.

fix(install): print install report on add, cache, and all install variants, move scripts and deprecation warnings after the report ( #30549 )

We were only doing the new output on the top level install (`deno
install` with no args or flags), we now do it on `deno install
npm:chalk`, `deno add npm:chalk`, `deno cache ./foo.ts`, "deno install
--entrypoint ./foo.ts"`.
Additionally the scripts and deprecation warnings were printing above
the output, now they're deferred and displayed below

feat: --allow-net supports CIDR ranges ( #29704 )

This commit adds support for specifying CIDR ranges in
`--allow-net` and `--deny-net` flag:
Eg: trying to run `deno run --allow-net --deny-net=192.168.0.0/16`
and `fetch` from `http://127.0.0.1:4545/ ` will raise `NotCapable`
error.

fix(bundle): only replace require shim in js files, spruce up output ( #29892 )

We were trying to do the hack of replacing the esbuild require shim on
every output file, regardless of whether it was js/ts.
This fixes that.
In addition, this spruces up the output of deno bundle a bit.

feat(bundle): add watch mode to bundle ( #29795 )

Reuses the same esbuild subprocess, and triggers rebuilds on file
changes. Esbuild will reuse parsed sources that are unchanged, so
subsequent builds are faster than the initial one

Currently passing `--platform=browser` does two things:
- makes us prefer the `"browser"` key in package json over module and
main
- makes us prefer the `"browser"` export condition

fix(unstable): rename "patch" property to "links" ( #29677 )

This is to help make this feature less ambiguous with `npm patch`, which
it's not like.
Note: the "patch" property will continue to work for the time being, but
the lockfile will have a bit of churn for this unstable property. We're
going to merge this in a patch because this feature is unstable.
