Prerequisite for https://github.com/denoland/deno/pull/29898 Due to very involved changes in rustls and interaction with quinn API (https://github.com/quinn-rs/quinn/issues/2299) we decided to temporarily disable part of the QUIC API test. Reverting for now as it causes programs to not exit properly, see https://github.com/denoland/deno/issues/29590. The emit cache is pretty stable nowadays, so we could probably just cache bust whenever the deno_ast version changes instead of the CLI version.
