[pylint] Implement singledispatchmethod-function (PLE5120) (#10428)

## Summary

Implement `singledispatchmethod-function` from pylint, part of #970.

This is essentially a copy paste of #8934 for `@singledispatchmethod`
decorator.

## Test Plan
