[ty] Make tuple instantiations sound (#18987) 
## Summary

Ensure that we correctly infer calls such as `tuple((1, 2))`,
`tuple(range(42))`, etc. Ensure that we emit errors on invalid calls
such as `tuple[int, str]()`.
