Add failing tests for augmented assignments with partial binding (#14002) 
## Summary

These cases aren't handled correctly yet -- some of them are waiting on
refactors to `Unbound` before fixing. Part of #12699.

Markdown files within the mdtest/ subdirectory are tests of type inference and type checking; executed by the tests/mdtest.rs integration test.
