Upgrade elsa to the newest version.

This was locked to 1.7.1 because of an error in the elsa release process that has since been fixed. Upgrading has the advantage that the elsa code runs properly in miri, at least with tree borrows.

rust-analyzer is a modular compiler frontend for the Rust language. It is a part of a larger rls-2.0 effort to create excellent IDE support for Rust.
