Nicolas Boichat f327174539 .github/workflows: Check that target/CACHEDIR.TAG is created ... There was a small bug in `Makefile` that caused the `target` directory to be created by `install`, not `cargo`, which lead to a missing `target/CACHEDIR.TAG`.
