merge the io-c branch: C implementation of the io module
The main io module now uses the C implementation. The Python one still exists in Lib/_pyio.py for ease of testing new features and usefulness to other implementers. The rewrite was done by Antoine Pitrou and Amaury Forgeot d'Arc.
