gh-133644: Avoid deprecated Py_SetProgramName() in _testembed.c (#133665)

* Rename _testembed_Py_InitializeFromConfig() to
  _testembed_initialize().
* Replace _testembed_Py_Initialize() with _testembed_initialize().
