GH-128682: Account for escapes in DECREF_INPUTS (GH-129953)

Browse source 
* Handle escapes in DECREF_INPUTS

* Mark a few more functions as escaping

* Replace DECREF_INPUTS with PyStackRef_CLOSE where possible
