Changes to speed up local variables enormously, by avoiding dictionary

lookup (opcode.h, ceval.[ch], compile.c, frameobject.[ch],
pythonrun.c, import.c).  The .pyc MAGIC number is changed again.
Added get_menu_text to flmodule.
