gh-131402: add HMAC-SHA3 NIST test cases (#131407)
Add NIST [1] tests for `HMAC-SHA-3/{224,256,384,512}`. [1]: https://csrc.nist.gov/Projects/cryptographic-standards-and-guidelines/example-values
