bpo-46659: Deprecate locale.getdefaultlocale() (GH-31206)

The locale.getdefaultlocale() function is deprecated and will be
removed in Python 3.13. Use locale.setlocale(),
locale.getpreferredencoding(False) and locale.getlocale() functions
instead.
