GH-104554: Add RTSPS support to urllib/parse.py (#104605)

* GH-104554: Add RTSPS support to `urllib/parse.py`

RTSPS is the permanent scheme defined in
https://www.iana.org/assignments/uri-schemes/uri-schemes.xhtml
alongside RTSP and RTSPU schemes.
