Declare the following functions as macros, since they are actually
macros. It avoids a warning on "TYPE" or "macro" argument.
* PyMem_New()
* PyMem_Resize()
* PyModule_AddIntMacro()
* PyModule_AddStringMacro()
* PyObject_GC_New()
* PyObject_GC_NewVar()
* PyObject_New()
* PyObject_NewVar()
Add C standard C types to nitpick_ignore in Doc/conf.py:
* int64_t
* uint64_t
* uintptr_t
No longer ignore non existing "__int" type in nitpick_ignore.
Update Doc/tools/.nitignore.

The configure --without-cycle-gc option has been removed in Python
2.3 by the commit cccd1e7248. It's now
time to remove the last reference to it in the documentation.
* Add a note to the PyModule_AddObject docs.
* Correct example usages of PyModule_AddObject.
* Whitespace.
* Clean up wording.
* 📜🤖 Added by blurb_it.
* First code review.
* Add < 0 in the tests with PyModule_AddObject
Fix invalid function cast warnings with gcc 8
for method conventions different from METH_NOARGS, METH_O and
METH_VARARGS excluding Argument Clinic generated code.

Remove Tools/modulator, a reference to it in the docs, and a screenshot of it.
(I asked the BDFL first, and he approved removing it. The last actual bugfix
to Tools/modulator was in 2001; since then all changes have been search-and-replace:
string methods, whitespace fixes, etc.)
