Based on the Wikipedia article, UTC is better said to be a successor than a renaming of GTC and language agnostic rather than an English-French compromise.

Update time.rst to use `the same clock as` instead of `the same clock than`

The time documentation uses the same clock than time.monotonic instead of the same clock as time.monotonic, which is grammatically false. This PR fixes changes two instances of `the same clock than` to `the same clock as`.

gh-88494: Use QueryPerformanceCounter() for time.monotonic() (#116781)
On Windows, time.monotonic() now uses the QueryPerformanceCounter()
clock to have a resolution better than 1 us, instead of the
gGetTickCount64() clock which has a resolution of 15.6 ms.

bpo-21302: time.sleep() uses waitable timer on Windows (GH-28483)
On Windows, time.sleep() now uses a waitable timer which has a
resolution of 100 ns (10^-7 sec). Previously, it had a solution of 1
ms (10^-3 sec).

* On Windows, time.sleep() now calls PyErr_CheckSignals() before
  resetting the SIGINT event.
* Add _PyTime_As100Nanoseconds() function.
* Complete and update time.sleep() documentation.

meaningfully compared, whereas comparing call N and N+M is fine.

bpo-37205: time.perf_counter() and time.monotonic() are system-wide (GH-23284)
time.perf_counter() on Windows and time.monotonic() on macOS are now
system-wide. Previously, they used an offset computed at startup to
reduce the precision loss caused by the float type. Use
time.perf_counter_ns() and time.monotonic_ns() added in Python 3.7 to
avoid this precision loss.

91874bb071 closes bpo-39135: Remove 'time.clock()' mention in docs. (GH17709)
`time.clock()` was removed in Python 3.8, but it was still mentioned
in the documentation for when `time.get_clock_info()` is given the
argument `'clock'`. This commit removes that mention.

42bc60ead3 closes bpo-29275: Remove Y2K reference from time module docs (GH-17321)
The Y2K reference is not needed as it only points out that Python's use
of C standard functions doesn't generally suffer from Y2K issues; the
point regarding conventions for conversion of 2-digit years in
:func:`strptime` is still valid.

Add new _PyTime functions:

* _PyTime_FromTimespec()
* _PyTime_FromNanosecondsObject()
* _PyTime_FromTimeval()

Other changes:

* Add also os.times() tests to test_os.
* pytime_fromtimeval() and pytime_fromtimeval() now return
  _PyTime_MAX or _PyTime_MIN on overflow, rather than undefined
  behaviour
* _PyTime_FromNanoseconds() parameter type changes from long long to
  _PyTime_t

884d13a55f time.clock() now emits a DeprecationWarning (GH-4020)
bpo-31803: time.clock() and time.get_clock_info('clock') now emit a
DeprecationWarning warning.

Replace time.clock() with time.perf_counter() in tests and demos.

Remove also hasattr(time, 'monotonic') in test_time since time.monotonic()
is now always available since Python 3.5.
