6ba64f454d Close #18596: Support address sanity checking in clang/GCC 
This patch appropriately marks known false alarms in the
small object allocator when address sanity checking is
enabled (patch contributed by Dhiru Kholia).

Initial patch by Bruno Piguet.

This is implemented as if a useful .netrc file could exist without passwords,
which is possible in the general case; but in fact our netrc implementation
does not support it.  Fixing that issue will be an enhancement.

8898350076 Close #18957: The PYTHONFAULTHANDLER environment variable now only enables the 
faulthandler module if the variable is non-empty. Same behaviour than other
variables like PYTHONDONTWRITEBYTECODE.
