* bpo-27593: Get SCM build info from git instead of hg. (#446)

sys.version and the platform module python_build(),
python_branch(), and python_revision() functions now use
git information rather than hg when building from a repo.

Based on original patches by Brett Cannon and Steve Dower.

07a1f65a93 Issue #29083: Fixed the declaration of some public API functions. 
PyArg_VaParse() and PyArg_VaParseTupleAndKeywords() were not available in
limited API.  PyArg_ValidateKeywordArguments(), PyArg_UnpackTuple() and
Py_BuildValue() were not available in limited API of version < 3.3 when
PY_SSIZE_T_CLEAN is defined.

57720e5e37 Fix incorrect patchlevel information for 3.5.3+. 
It got messed up when I merged my private 3.5.3 release
changes with new work happening in the 3.5 main branch.
(3.5 main branch was in "3.5.3rc1", my branch was "3.5.3+",
and Mercurial helpfully merged the two in a kind of nonsense way.)

67796521dd Issue #28969: Fixed race condition in C implementation of functools.lru_cache. 
KeyError could be raised when cached function with full cache was
simultaneously called from differen threads with the same uncached arguments.

The latter function is more readable, faster and doesn't raise exceptions.

8682f578c1 Issue #27782: Fix m_methods handling in multiphase init 
Multi-phase extension module import now correctly allows the
``m_methods`` field to be used to add module level functions
to instances of non-module types returned from ``Py_create_mod``.

244e12088d Use Py_uintptr_t for atomic pointers 
Issue #26161: Use Py_uintptr_t instead of void* for atomic pointers in
pyatomic.h. Use atomic_uintptr_t when <stdatomic.h> is used.

Using void* causes compilation warnings depending on which implementation of
atomic types is used.

3cdd5fb970 code_richcompare() now uses the constants types 
Issue #25843: When compiling code, don't merge constants if they are equal but
have a different types. For example, "f1, f2 = lambda: 1, lambda: 1.0" is now
correctly compiled to two different functions: f1() returns 1 (int) and f2()
returns 1.0 (int), even if 1 and 1.0 are equal.

Add a new _PyCode_ConstantKey() private function.
