8a97896a76 #21091: make is_attachment a method. 
Since EmailMessage is a provisional API we can fix API bugs in a
maintenance release, but I used a trick suggested by Serhiy to
maintain backward compatibility with 3.4.0/1.

9502487781 Issue #22384: An exception in Tkinter callback no longer crashes the program 
when it is run with pythonw.exe.

Documented that Tk.report_callback_exception() is purposed to be overriden in
applications.

abf68ce164 Issue #21951: Fixed a crash in Tkinter on AIX when called Tcl command with 
empty string or tuple argument.

On some platforms Tcl memory allocator returns NULL when allocating zero-sized
block of memory.

19c899c1b1 Issue #20957: test_smtpnet now uses support.transient_internet() to call 
check_ssl_verifiy(), so only test_connect_using_sslcontext_verified() is
skipped if smtp.gmail.com cannot be joined, not the whole file.
