Fixed #36807 -- Fixed form field alignment under <fieldset> in the admin. 
It isn't safe to set display: flex on <fieldset>, because on Safari this
interferes with display: block on child divs.

README.rst 

To run the test suite, first, create and activate a virtual environment. Then
install some requirements and run the tests::

    $ cd tests
    $ python -m pip install -e ..
    $ python -m pip install -r requirements/py3.txt
    $ ./runtests.py
