Merge 'Minor improvements and refactoring in btree.rs' from Preston Thorpe 
## Description
This PR simply removes 1 unneeded refcell, a couple unneeded clones and
makes naming consistent `Arc<Page>` -> `PageRef`
## Motivation and context
Did something similar in #4170
