[ruff] Ignore stub functions in unused-async (RUF029) (#11026)

## Summary

We should ignore methods that appear to be stubs, e.g.:

```python
async def foo() -> int: ...
```

Closes https://github.com/astral-sh/ruff/issues/11018.
