Use backticks for code in red-knot messages (#13599)
## Summary

...and remove periods from messages that don't span more than a single
sentence.

This is more consistent with how we present user-facing messages in uv
(which has a defined style guide).

Ruff Benchmarks

The ruff_benchmark crate benchmarks the linter and the formatter on individual files:

# Run once on the "baseline".
cargo bench -p ruff_benchmark -- --save-baseline=main

# Compare against the "baseline".
cargo bench -p ruff_benchmark -- --baseline=main

# Run the lexer benchmarks.
cargo bench -p ruff_benchmark lexer -- --baseline=main
