Support transparent Python patch version upgrades (#13954)
> NOTE: The PRs that were merged into this feature branch have all been
independently reviewed. But it's also useful to see all of the changes
in their final form. I've added comments to significant changes
throughout the PR to aid discussion.

This PR introduces transparent Python version upgrades to uv, allowing
for a smoother experience when upgrading to new patch versions.
Previously, upgrading Python patch versions required manual updates to
each virtual environment. Now, virtual environments can transparently
upgrade to newer patch versions.

Due to significant changes in how uv installs and executes managed
Python executables, this functionality is initially available behind a
`--preview` flag. Once an installation has been made upgradeable through
`--preview`, subsequent operations (like `uv venv -p 3.10` or patch
upgrades) will work without requiring the flag again. This is
accomplished by checking for the existence of a minor version symlink
directory (or junction on Windows).

### Features

* New `uv python upgrade` command to upgrade installed Python versions
to the latest available patch release:
``` 
# Upgrade specific minor version 
uv python upgrade 3.12 --preview
# Upgrade all installed minor versions
uv python upgrade --preview
```
* Transparent upgrades also occur when installing newer patch versions: 
```
uv python install 3.10.8 --preview
# Automatically upgrades existing 3.10 environments
uv python install 3.10.18
```
* Support for transparently upgradeable Python `bin` installations via
`--preview` flag
```
uv python install 3.13 --preview
# Automatically upgrades the `bin` installation if there is a newer patch version available
uv python upgrade 3.13 --preview
```
* Virtual environments can still be tied to a patch version if desired
(ignoring patch upgrades):
```
uv venv -p 3.10.8
```

### Implementation

Transparent upgrades are implemented using:
* Minor version symlink directories (Unix) or junctions (Windows)
* On Windows, trampolines simulate paths with junctions
* Symlink directory naming follows Python build standalone format: e.g.,
`cpython-3.10-macos-aarch64-none`
* Upgrades are scoped to the minor version key (as represented in the
naming format: implementation-minor version+variant-os-arch-libc)
* If the context does not provide a patch version request and the
interpreter is from a managed CPython installation, the `Interpreter`
used by `uv python run` will use the full symlink directory executable
path when available, enabling transparently upgradeable environments
created with the `venv` module (`uv run python -m venv`)

New types:
* `PythonMinorVersionLink`: in a sense, the core type for this PR, this
is a representation of a minor version symlink directory (or junction on
Windows) that points to the highest installed managed CPython patch
version for a minor version key.
* `PythonInstallationMinorVersionKey`: provides a view into a
`PythonInstallationKey` that excludes the patch and prerelease. This is
used for grouping installations by minor version key (e.g., to find the
highest available patch installation for that minor version key) and for
minor version directory naming.

### Compatibility

* Supports virtual environments created with:
  * `uv venv`
* `uv run python -m venv` (using managed Python that was installed or
upgraded with `--preview`)
  * Virtual environments created within these environments
* Existing virtual environments from before these changes continue to
work but aren't transparently upgradeable without being recreated
* Supports both standard Python (`python3.10`) and freethreaded Python
(`python3.10t`)
* Support for transparently upgrades is currently only available for
managed CPython installations

When working on support for reading global Python pins in tool
operations, I noticed that we weren't using the canonicalized Python
request in receipts — we were using the raw string provided by the user.
Since we'll need to compare these values, we should be using the
canonicalized string.

The `Tool` and `ToolReceipt` types have been updated to hold a
`PythonRequest` instead of a `String`, and `Serialize` was implemented
for `PythonRequest` so canonicalization can happen at the edge instead
of being the caller's responsibility.

Improve error message when a virtual environment Python symlink is broken (#12168)
When removing a Python interpreter underneath an existing venv, uv
currently shows a not found error:

```
error: Failed to inspect Python interpreter from active virtual environment at `.venv/bin/python3`
  Caused by: Python interpreter not found at `/home/konsti/projects/uv/.venv/bin/python3`
```

This is unintuitive, as the file for the Python interpreter does exist,
it is a broken symlink that needs to be replaced with `uv venv`.

I've been encountering those occasionally, and I expect users that
switch between versions a lot will, too, especially when they also use
pyenv or a similar Python manager.

The new error hints at this solution:

```
error: Failed to inspect Python interpreter from active virtual environment at `.venv/bin/python3`
  Caused by: Broken symlink at `.venv/bin/python3`, was the underlying Python interpreter removed?

hint: To recreate the virtual environment, run `uv venv`

Move lowered requirement source type out of uv-pypi-types (#12356)
## Summary

This crate is for standards-compliant types, but this is explicitly a
type that's custom to uv. It's also strange because we kind of want to
reference `IndexUrl` on the registry type, but that's in a crate that
_depends_ on `uv-pypi-types`, which to me is a sign that this is off.

Always reinstall local source trees passed to uv pip install (#12176)
## Summary

This ended up being more involved than expected. The gist is that we
setup all the packages we want to reinstall upfront (they're passed in
on the command-line); but at that point, we don't have names for all the
packages that the user has specified. (Consider, e.g., `uv pip install
.` -- we don't have a name for `.`, so we can't add it to the list of
`Reinstall` packages.)

Now, `Reinstall` also accepts paths, so we can augment `Reinstall` based
on the user-provided paths.

Display path separators as backslashes on Windows (#11667)
Currently, `uv tool list --show-paths` will show backslashes as path
separators for packages but not entrypoints. This PR changes this to be
consistent.

This PR solves an issue on Windows that platform-specific paths are
written to the `RECORD` file when installing, which is inconsistent with
PEP 376, quoting:

> Each record is composed of three elements:
>
>the file’s path
> * a ‘/’-separated path, relative to the base location, if the file is
under the base location.
> * a ‘/’-separated path, relative to the base location, if the file is
under the installation prefix AND if the base location is a subpath of
the installation prefix.
> * an absolute path, using the local platform separator

chore: unify all env vars used (#8151)
## Summary

This PR declares and documents all environment variables that are used
in one way or another in `uv`, either internally, or externally, or
transitively under a common struct.

I think over time as uv has grown there's been many environment
variables introduced. Its harder to know which ones exists, which ones
are missing, what they're used for, or where are they used across the
code. The docs only documents a handful of them, for others you'd have
to dive into the code and inspect across crates to know which crates
they're used on or where they're relevant.

This PR is a starting attempt to unify them, make it easier to discover
which ones we have, and maybe unlock future posibilities in automating
generating documentation for them.

I think we can split out into multiple structs later to better organize,
but given the high influx of PR's and possibly new environment variables
introduced/re-used, it would be hard to try to organize them all now
into their proper namespaced struct while this is all happening given
merge conflicts and/or keeping up to date.

I don't think this has any impact on performance as they all should
still be inlined, although it may affect local build times on changes to
the environment vars as more crates would likely need a rebuild. Lastly,
some of them are declared but not used in the code, for example those in
`build.rs`. I left them declared because I still think it's useful to at
least have a reference.

Did I miss any? Are their initial docs cohesive?

Note, `uv-static` is a terrible name for a new crate, thoughts? Others
considered `uv-vars`, `uv-consts`.

(As discussed on Discord — I've done the `uv` crate, there's still a few

uv-tool/install: ignore existing environments on interpreter mismatch (#7451)
This changes `uv tool install` behavior with regards to re-using
existing environments.
In particular, this replaces the existing version-matching logic with a
tighter one, enforcing
a same-interpreter match.
This allows to properly switch between system and managed interpreter,
at the cost of
more eagerly invalidating existing environments every time there is an
interpreter change.

Hint at missing project.name (#6803)
We got user reports where users were confused about why they can't use
`[project.urls]` in `pyproject.toml` (i think that's from poetry?). This
PR adds a hint that (according to PEP 621), you need to set
`project.name` when using any `project` fields. (PEP 621 also requires
`project.version` xor `dynamic = ["version"]`, but we check that later.)

The intermediate parsing layer to tell apart syntax errors from schema
errors doesn't incur a performance penalty according to epage
(https://github.com/toml-rs/toml/issues/778#issuecomment-2310369253).

Avoid deadlocks when multiple uv processes lock resources (#6790)
This is achieved by updating the `LockedFile::acquire` API to be async —
as in some cases we were attempting to acquire the lock synchronously,
i.e., without yielding, which blocked the runtime.

Closes https://github.com/astral-sh/uv/issues/6691 — I tested with the
reproduction there and a local release build and no longer reproduce the
deadlock with these changes.

Retain and respect settings in tool upgrades (#5937)
## Summary

We now persist the `ResolverInstallerOptions` when writing out a tool
receipt. When upgrading, we grab the saved options, and merge with the
command-line arguments and user-level filesystem settings (CLI > receipt
> filesystem).

Support legacy tool receipts with PEP 508 requirements (#5679)
## Summary

In #5494, I made breaking changes to the tool receipt format. This would
break existing tools for all users. This PR makes the change
backwards-compatible by supporting deserialization for the deprecated
format.

Beyond the automated tests, you can run `cargo run tool list` on your
existing machine.

Use full requirement when serializing receipt (#5494)
## Summary

The current receipt doesn't capture quite enough information. For
example, it doesn't differentiate between editable and non-editable
requirements. This PR instead uses the full `Requirement` type. I think
we should use a custom representation like we do in the lockfile, but
I'm just using the default representation to demonstrate the idea.

feat(venv): add relocatable flag (#5515)
## Summary

Adds a `--relocatable` CLI arg to `uv venv`. This flag does two things:

* ensures that the associated activation scripts do not rely on a
hardcoded
absolute path to the virtual environment (to the extent possible; `.csh`
and
  `.nu` left as-is)
* persists a `relocatable` flag in `pyvenv.cfg`.

The flag in `pyvenv.cfg` in turn instructs the wheel `Installer` to
create script
entrypoints in a relocatable way (use `exec` trick + `dirname $0` on
POSIX;
use relative path to `python[w].exe` on Windows).

Fixes: #3863

## Test Plan

* Relocatable console scripts covered as additional scenarios in
existing test cases.
* Integration testing of boilerplate generation in `venv`.
* Manual testing of `uv venv` with and without `--relocatable`

Skip invalid tools in uv tool list (#5156)
## Summary

Makes the `tools()` return value include per-tool errors. This makes it
easy to skip (rather than failing) in `uv tool list`, _and_ improves `uv
tool uninstall` to remove those invalid tools, rather than leaving them
around. (We already had that behavior for `uv tool uninstall ruff` with
an invalid `ruff`, but `uv tool uninstall --all` just left them.)

Reinstall and recreate environments when interpreter is removed (#4935)

We now recreate the environment in `uv sync`, `uv tool install`, and `uv
tool run` if the underlying interpreter has been removed.

## Summary
Adds the tool version to the list command right beside the tool name

```
$ uv tool list

```

Change "toolchain" to "python" (#4735)
Whew this is a lot.

The user-facing changes are:

- `uv toolchain` to `uv python` e.g. `uv python find`, `uv python
install`, ...
- `UV_TOOLCHAIN_DIR` to` UV_PYTHON_INSTALL_DIR`
- `<UV_STATE_DIR>/toolchains` to `<UV_STATE_DIR>/python` (with
[automatic
migration](https://github.com/astral-sh/uv/pull/4735/files#r1663029330))
- User-facing messages no longer refer to toolchains, instead using
"Python", "Python versions" or "Python installations"

The internal changes are:

- `uv-toolchain` crate to `uv-python`
- `Toolchain` no longer referenced in type names
- Dropped unused `SystemPython` type (previously replaced)
- Clarified the type names for "managed Python installations"
- (more little things)

Respect tool upgrades in uv tool install (#4736)
## Summary

For now the semantics are such that if the requested requirements from
the command line don't match the receipt (or if any `--reinstall` or
`--upgrade` is requested), we proceed with an install, passing the
`--reinstall` and `--upgrade` to the underlying Python environment.

This may lead to some unintuitive behaviors, but it's simplest for now.
For example:

- `uv tool install black<24` followed by `uv tool install black
--upgrade` will install the latest version of `black`, removing the
`<24` constraint.
- `uv tool install black --with black-plugin` followed by `uv tool
install black` will remove `black-plugin`.
