## Summary
Provide an in-code switch to permit using the `uv build-backend` command
rather than the default `uv-build` in the Python PEP517 backend. This
option is intended to be used by downstream packagers to provide an
option of reusing `uv` that was built already instead of having to build
a second `uv-build` executable that largely overlaps with `uv`.

The option is intended for downstream consumption only, and it is tested
downstream (via attempting to build a package using the `uv_build`
backend). The backend itself is covered by tests already.

I somehow missed running an actual integration test of the PEP 517 API
in CI and the python shim was using the old uv CLI interface still.
The tests include pip, uv and `python -m build`. They must be a in CI
job since we can't depend on the Python package in the Rust tests (we
only get the binary in `cargo test`, not the `uv_build` wheel).
uv itself is a large package with many dependencies and lots of
features. To build a package using the uv build backend, you shouldn't
have to download and install the entirety of uv. For platform where we
don't provide wheels, it should be possible and fast to compile the uv
build backend. To that end, we're introducing a python package that
contains a trimmed down version of uv that only contains the build
backend, with a minimal dependency tree in rust.
The `uv_build` package is publish from CI just like uv itself. It is
part of the workspace, but has much less dependencies for its own
binary. We're using cargo deny to enforce that the network stack is not
part of the dependencies. A new build profile ensure we're getting the
minimum possible binary size for a rust binary.

uv will soon support both a build frontend (`uv build`) and a build
backend (`build-system = "uv"`). To avoid the name clash, I'm renaming
the `uv-build` crate to `uv-build-frontend`. In a follow-up PR, I will
add a `uv-build-backend` crate with the build backend implementation.
We got user reports where users were confused about why they can't use
`[project.urls]` in `pyproject.toml` (i think that's from poetry?). This
PR adds a hint that (according to PEP 621), you need to set
`project.name` when using any `project` fields. (PEP 621 also requires
`project.version` xor `dynamic = ["version"]`, but we check that later.)
The intermediate parsing layer to tell apart syntax errors from schema
errors doesn't incur a performance penalty according to epage
(https://github.com/toml-rs/toml/issues/778#issuecomment-2310369253).

This changes the behavior a bit of the per-dependency build-isolation
override. That, if the dist name is known, it is passed into the
`SourceBuild::Setup` function. This allows for this override to work for
projects without a `pyproject.toml`, like `detectron2`, using the
specified requirement name. Previously only the `pyproject.toml` name
could be used, which these projects are lacking. An example of a
use-case is given in the *Test Plan* section.
Additionally, the `no_build_isolation_package` has been adding to
`InstallerSettingsRef` and used in `sync` and other commands, as this
was not done yet.
This is useful if you want to **non**-isolate a single package, even
ones without a proper `pyproject.toml`

The package `detectron2` is now correctly **non**-isolated. Before,
because the logic depended on getting the name from the
`pyproject.toml`, which is lacking in detectron2 you would get the
message, that the source could not be built. This was because it would
still be *isolated* in that case.
With these changes you can now install using (given that you are inside
a workspace with a venv):

This is a fallback mode that we supported when we decided to use PEP 517
builds by default. I can't find a single reference to it on GitHub or in
our issue tracker, so I want to drop support for it as part of v0.3.0.
## Summary
Adds a `--relocatable` CLI arg to `uv venv`. This flag does two things:
* ensures that the associated activation scripts do not rely on a
hardcoded
absolute path to the virtual environment (to the extent possible; `.csh`
and
`.nu` left as-is)
* persists a `relocatable` flag in `pyvenv.cfg`.
The flag in `pyvenv.cfg` in turn instructs the wheel `Installer` to
create script
entrypoints in a relocatable way (use `exec` trick + `dirname $0` on
POSIX;
use relative path to `python[w].exe` on Windows).

The user-facing changes are:

- `<UV_STATE_DIR>/toolchains` to `<UV_STATE_DIR>/python` (with

https://github.com/astral-sh/uv/pull/2419 appears to have only applied
this retry to wheels that were already downloaded (though I would have
to look more carefully to be certain). In
https://github.com/astral-sh/uv/issues/1491, we've gotten continued
reports of spurious failures on Windows and tracing reveals that we are
not applying our retry logic during the rename. I believe we're in this
code path — switching to our backoff retry should resolve the failures.
## Summary
We may choose to persist these eventually, but for now, it's useful to
have them colocated with the cache, and in their own dedicated bucket
(so, at the very least, we can keep track of the use-cases).

With the change, we remove the special casing of workspace dependencies
and resolve `tool.uv` for all git and directory distributions. This
gives us support for non-editable workspace dependencies and path
dependencies in other workspaces. It removes a lot of special casing
around workspaces. These changes are the groundwork for supporting
`tool.uv` with dynamic metadata.
The basis for this change is moving `Requirement` from
`distribution-types` to `pypi-types` and the lowering logic from
`uv-requirements` to `uv-distribution`. This changes should be split out
in separate PRs.
I've included an example workspace `albatross-root-workspace2` where
`bird-feeder` depends on `a` from another workspace `ab`. There's a
bunch of failing tests and regressed error messages that still need
fixing. It does fix the audited package count for the workspace tests.
When parsing requirements from any source, directly parse the url parts
(and reject unsupported urls) instead of parsing url parts at a later
stage. This removes a bunch of error branches and concludes the work
parsing url parts once and passing them around everywhere.
Many usages of the assembled `VerbatimUrl` remain, but these can be
removed incrementally.

pip passes these as positional arguments, and at least one build backend
relies on that. My personal opinion is that it's a spec violation, and
the build backend should be updated, but I'd prefer to favor
compatibility over strictness here.
