Gracefully handle non-existent packages in local indexes (#4545) 
## Summary

Ensures that local indexes can be used as `--extra-index-url` by
gracefully handling "404" errors.

Closes https://github.com/astral-sh/uv/issues/4540.

pypi-client

A general-use client for interacting with PyPI.

Loosely modeled after Orogene's oro-client.
