Added DelphiLSP, Embarcadero's LSP server for Delphi

DelphiLSP was introduced in Delphi 10.4 (26 May 2020.) It uses the Delphi compiler, and is written in a combination of Delphi and C. Unlike most servers it uses a multiprocess model, with one master process and (currently) two agent processes, one dedicated to diagnostics, and the other dedicated to other requests such as completion results.

C++Builder added support for LSP in version 10.3 (November 2018) using cquery, but it was limited to the C++ IDE personality. Delphi added it with 10.4 (May 2020) using a custom LSP server. The work done to extend IDE support from C++ to Delphi was generic, meaning that RAD Studio, the overall IDE for Delphi and C++Builder, has support for multiple languages and can use any conforming LSP v3 server communicating over standard IO.
