6afe85827c Issue #21718: cursor.description is now available for queries using CTEs 
According to PEP 249, cursor.description must be
available for any SELECT statements, such as those
that use CTEs.

Backported from f67fa9c898

Additional test cases added by me.

8682f578c1 Issue #27782: Fix m_methods handling in multiphase init 
Multi-phase extension module import now correctly allows the
``m_methods`` field to be used to add module level functions
to instances of non-module types returned from ``Py_create_mod``.

f736c261a2 call_method() and call_maybe() now use fast call 
Issue #27128. The call_method() and call_maybe() functions of typeobject.c now
use fast call for empty format string to avoid the creation of a temporary
empty tuple.
